Dear President Bush:
Re: United States action on Burmese military junta
I write to Mr. President for your urgent attention regarding with situation
in Burma that has been setting out to destabilize security in
the Asia and Pacific region. Sources confirmed that Burmese military
government is acquiring a nuclear research facility from the Russian Ministry
for Atomic Energy. Russia?s assistance for this nuclear project appear
to be part of a package to buy 10 MiG-29 Jet fighters from the Russian
Government. Evidently, Burma by herself does not have the capacity to develop
the nuclear weapon of any form in the near future. However, as Mr. President
is aware, the Burmese military government for long time have connections
with the international drug trafficking ring, which ultimately linked with
terrorist networks. I am concerned that this nuclear project can be a front
for proliferating prohibited nuclear materials of which Burma would become
a one-stop retail shop for illegal nuclear weapons. I ask the United States
government to intervene the project from going ahead.
I am further concerned that the money to buy 10 Jet fighters from Russia was paid for by American own Unocal and Total Oil companies for the natural gas purchase from Burma. In this connection, I call your attention to my 22 August 2001 letter. It is totally unacceptable that the American companies supporting the illegitimate military regime to purchase weapons to suppress Burmese people. Further more, these American companies inadvertently financing the nuclear project in Burma will further proliferate weapons of mass destruction. The proliferation of nuclear weapons into irresponsible hands not only will threaten the Asia-Pacific region, as 11 September 2001 tragedy has proven, it will threaten the whole world including United States of America. I therefore ask the United States Congress to put immediate ban on American oil companies transferring funds to military regime in Burma.
The military government has been refusing to cooperate with International Labor Organization to cease the practice of forced labor in Burma. The government?s treatment of prisoners at the prison labor camps has been most disturbing. Moreover, the Burmese junta has given only lip service to the international community?s appeal to combat HIV/AIDS epidemic, to eliminate illicit drug production and trafficking; and to cooperate with United Nations High Commissioner for Refugees. I earnestly call upon Mr. President and Government of United States to approve Bill S.926 that is concurrent within your Senate and Congress.
Finally, I ask the United States government to classify Burma
military regime constitutes a threat to regional and international peace
and
security. I also ask the US Government to make initiative at
the United Nations Security Council to consider the case of Burma.

Enclosed are my letter to President Bush and to Professor Pinheiro, the UN Special Rapporteur for Human Rights in Burma, concerning with the political and human rights situation there.
Regarding with Burmese military junta setting up of a nuclear research facility, I along with many other Burmese are concerned that this will contribute to further proliferation of nuclear weapons, particularly into the hands of terrorists. For some time, the military government of Burma is known to have contact with international drug smuggling rings. I therefore ask you to support the US government to immediately intervene and to stop the nuclear project in Burma. I also ask you make effort to stop American Oil companies aiding and abetting illegitimate Burmese military government financially.
As the co-sponsor of Bill S. 926, you are aware about Burmese junta exaction of forced labor from the population. Even more disturbing, as eyewitness sources indicated recently, is the situation for prison labor camps. As noted in enclosed letter to UN Human Rights Special Rapporteur, the prisoners are even forced to pull the plough like animals. The inhuman treatment to prisoners has led to many deaths in prison labor camps. Such is dire a situation that I ask you to personally support UN Special Rapporteur and Commission on Human Rights investigating the death in custody cases and massacre in Burma.
